On 1 January 2025, Poland began its presidency of the Council of the European Union. One of our country’s responsibilities for the first half of this year will be ensuring open, professional and reliable communication. Its goal is to provide citizens, media and stakeholders with better access to information on the preparations and conduct of the Polish leadership of the Council. PSNC was chosen as one of the partners whose activities are related to the priorities of the Polish leadership.
The first time Poland held the presidency of the Council of the European Union was in the second half of 2011. Then the presidency was shared with Denmark and Cyprus – the same countries which join Poland again in its current presidential duties. This consistency is meant to ensure the continuity of the activities of the member states holding the 6-month presidencies, as it was established by the Treaty of Lisbon in 2009.
The motto of the Polish presidency – “Security, Europe!” – is based on seven key issues:
- ability to defend,
- protection of people and borders,
- resilience to foreign interference and disinformation,
- ensuring security and freedom of economic activity,
- energy transformation,
- competitive and resilient agriculture,
- health security.
Some of PSNC’s activities are directly related to the priorities of the Polish presidency. Our Center promotes the use of modern technologies, creating tools that increase the availability and understanding of information, among other things. That makes PSNC a valuable partner for our country during its second presidential run.
One of the tools that can be crucial for Poland’s presidential responsibilities is “Proste pismo” (Simple Writing) – a system that simplifies the language of official documents. It was created in cooperation with linguists from the Adam Mickiewicz University and the Poznań City Hall in order to facilitate the creation of more accessible and effective official texts. This AI-based solution is used by the Polish Chancellery of the Prime Minister, among others.
The AI module of “Proste pismo” uses the Polish language model called Bielik, developed by the SpeakLeash Foundation in cooperation with the Academic Computer Center Cyfronet AGH. This advanced artificial intelligence model (which was created for processing and generating text in Polish) supports the simplification of content published on the website of the Polish Presidency in the Council of the EU and in other communication-related materials, increasing their understandability and effectiveness. Bielik is based on the architecture of the Mistral-7B model, which has been significantly expanded, making it one of the most powerful language models created in Poland.
